The Ministry of Civil Aviation on Thursday issued a draft drone rule, 2021, looking for public consultations before telling them to replace the rules of unmanned aircraft systems issued in March this year. It comes a few days after Prime Minister Narendra Modi leads the Top Minister’s meeting to discuss the policy formulation for the traffic management of unmanned aircraft (UAS) or drones. The meeting was held after a drone attack at the Indian Air Force Base at Jammu.

According to the draft rules, reviewed by HT, approval for unique authorization numbers, unique prototype identification numbers, certificates of conformity, maintenance certificates, import permits, existing receipt of drones, operator permits, remote organizational authorization, student pilot licenses, remote pilot instructor authorization, Drone port authorization, etc. has been abolished. Rules refer to interactive air maps with green, yellow, and red zones to display in the digital sky.

Digital SKY is an online platform organized by the Directorate General of Civil Aviation (DGCA) for activities related to the management of drone activities in India.

“The central government is possible, within 30 days of the date of notification of this rule, publishes on the digital sky platform, a map of the airspace for drone operations separates the entire airspace of India to the red, yellow and green zone, with the same horizontal resolution or better than 10 meters, “said the rules.

The yellow zone has been reduced from 45 km to 12 km from the airport perimeter. There is no flight permit to 400 feet in the green zone and up to 200 feet in the area between 8 and 12 km from the airport perimeter.

The green zone refers to the airspace from the ground to a vertical distance of 400 feet (120 meters) above the soil (AGL) which has not been determined as a red zone or the yellow zone on the map of the airspace for drone operations and additional air areas to a vertical distance of 200 feet ( 60 meters) AGL in the area located between the lateral distance of 8 kilometers and 12 kilometers from the operational airport perimeter.

The red zone refers to the determined dimensional airspace, above the mainland or territorial waters of India, or the installation or port boundary told which is determined by the central government outside the Indian territorial waters where the drone operation is only permitted in extraordinary circumstances.

“Map of airspace for drone operations must be designed to be accessed programmed through the application programming interface that can be read machine (API) and interactive so that the pilot drone will be able to plan the proposed flight plan and easily identify the zone in it falls to assess whether They need to make an application for previous approval, “the rules said.

The discussion of the draft policy on the drone has been going on for more than two years. The policy design says the integration of UAS into the National Airspace System (NAS) presents a challenge, both technical and operational assemblies.
